Legacy cpu hotplug has been removed totally and machines start with
modern cpu hotplug interface directly.
Therefore, update the documentation to describe current QEMU cpu hotplug
logic.

The company 'Arm' went through a rebranding many years back
involving a recapitalization from 'ARM' to 'Arm'. As a result
our documentation is a bit inconsistent between the two forms.
It's not worth trying to update everywhere in QEMU, but it's
easy enough to make docs/ consistent.
We last did this in commit 6fe6d6c9a in 2020, but a few new
uses of the wrong capitalization have crept back in since.
As before, "ARMv8" and similar architecture names, and
older CPU names like "ARM926" still retain all-caps.
In a few places we make minor grammar fixups as we touch
the sentences we're fixing.

Add a minimal PCI test device designed to exercise IOMMU translation
(such as ARM SMMUv3) without requiring guest firmware or OS. The device
provides MMIO registers to configure and trigger DMA operations with
controllable attributes (security state, address space), enabling
deterministic IOMMU testing.
Key features:
- Bare-metal IOMMU testing via simple MMIO interface
- Configurable DMA attributes for security states and address spaces
- Write-then-read verification pattern with automatic result checking
The device performs a deterministic DMA test pattern: write a known
value (0x12345678) to a configured GVA, read it back, and verify data
integrity. Results are reported through a dedicated result register,
eliminating the need for complex interrupt handling or driver
infrastructure in tests.
This is purely a test device and not intended for production use or
machine realism. It complements existing test infrastructure like
pci-testdev but focuses specifically on IOMMU translation path
validation.

The GIC interrupts 128 - 136 were only used by the AST2700 A0 SoC.
Since the AST2700 A0 has been deprecated, these interrupt
definitions are no longer needed. This commit removes them to
clean up the codebase.

This patch extends the existing support we have for NVMe with only DoE
to also add support to SPDM over the NVMe Security Send/Recv commands.
With the new definition of the `spdm-trans` argument, users can specify
`spdm_trans=nvme` or `spdm_trans=doe`. This allows us to select the SPDM
transport respectively. SPDM over the NVMe Security Send/Recv commands
are defined in the DMTF DSP0286.

While the spec defines a CPER size of 4KiB for each record,

The RISC-V IOMMU PCI device we're going to add next is a reference
implementation of the riscv-iommu spec [1], which predicts that the
IOMMU can be implemented as a PCIe device.
However, RISC-V International (RVI), the entity that ratified the
riscv-iommu spec, didn't bother assigning a PCI ID for this IOMMU PCIe
implementation that the spec predicts. This puts us in an uncommon
situation because we want to add the reference IOMMU PCIe implementation
but we don't have a PCI ID for it.
Given that RVI doesn't provide a PCI ID for it we reached out to Red Hat
and Gerd Hoffman, and they were kind enough to give us a PCI ID for the
RISC-V IOMMU PCI reference device.
Thanks Red Hat and Gerd for this RISC-V IOMMU PCIe device ID.

Unfortunately, the definition of the footnote syntax requires
the author to use the awkward escaped space "\ " in the really common
case of "footnote marker at end of word or sentence"; and in fact the rST
documentation's examples of footnote syntax contain only artificial
examples that do *not* use the syntax. This resulted in ugly rendering
of footnotes throughout QEMU's documentation. Ensure the space is escaped
whenever the footnote must attach to the preceding word, and also use
a named reference for clarity.

Replace the footnotes with inline links whenever the footnote text
consists of nothing but the URL. While at it, make the link texts
consistent in the surrounding areas, for example avoiding usage of
"here" for the link's text.
In the case of acpi-bits.rst this fixes a build failure with Sphinx
8.1.0, because the FOSDEM link was duplicated in the paragraph and the
new version is a lot stricter about unreferenced footnotes.

Convert the rocker.txt specification document to rST format. We make
extensive use of the :: marker to introduce a literal block for all
the tables and ASCII art, rather than trying to convert the tables to
rST table syntax. This produces a valid rST document without needing
a huge diff.

ACPI GED (as described in the ACPI 6.4 spec) uses an interrupt listed in the
_CRS object of GED to intimate OSPM about an event. Later then demultiplexes the
notified event by evaluating ACPI _EVT method to know the type of event. Use
ACPI GED to also notify the guest kernel about any CPU hot(un)plug events.
Note, GED interface is used by many hotplug events like memory hotplug, NVDIMM
hotplug and non-hotplug events like system power down event. Each of these can
be selected using a bit in the 32 bit GED IO interface. A bit has been reserved
for the CPU hotplug event.
ACPI CPU hotplug related initialization should only happen if ACPI_CPU_HOTPLUG
support has been enabled for particular architecture. Add cpu_hotplug_hw_init()
stub to avoid compilation break.

Starting with the "Sandy Bridge" generation, Intel CPUs provide a RAPL
interface (Running Average Power Limit) for advertising the accumulated
energy consumption of various power domains (e.g. CPU packages, DRAM,
etc.).
The consumption is reported via MSRs (model specific registers) like
MSR_PKG_ENERGY_STATUS for the CPU package power domain. These MSRs are
64 bits registers that represent the accumulated energy consumption in
micro Joules. They are updated by microcode every ~1ms.
For now, KVM always returns 0 when the guest requests the value of
these MSRs. Use the KVM MSR filtering mechanism to allow QEMU handle
these MSRs dynamically in userspace.
To limit the amount of system calls for every MSR call, create a new
thread in QEMU that updates the "virtual" MSR values asynchronously.
Each vCPU has its own vMSR to reflect the independence of vCPUs. The
thread updates the vMSR values with the ratio of energy consumed of
the whole physical CPU package the vCPU thread runs on and the
thread's utime and stime values.
All other non-vCPU threads are also taken into account. Their energy
consumption is evenly distributed among all vCPUs threads running on
the same physical CPU package.
To overcome the problem that reading the RAPL MSR requires priviliged
access, a socket communication between QEMU and the qemu-vmsr-helper is
mandatory. You can specified the socket path in the parameter.
This feature is activated with -accel kvm,rapl=true,path=/path/sock.sock
Actual limitation:
- Works only on Intel host CPU because AMD CPUs are using different MSR
adresses.
- Only the Package Power-Plane (MSR_PKG_ENERGY_STATUS) is reported at
the moment.

Shutdown requests are normally hardware dependent.
By extending pvpanic to also handle shutdown requests, guests can
submit such requests with an easily implementable and cross-platform
mechanism.

Update the TPM documentation for usage of a TPM 2 rather than a TPM 1.2.
Adjust the command lines and expected outputs inside the VM accordingly.
Update the command line to start a TPM 2 with swtpm.
