Some older parts of QEMU's codebase assume that CLOCK_MONOTONIC
might not be defined by the host OS, and have workarounds to
deal with this. However, more recently (notably in commit
50290c002c for qemu-img in mid-2019, but also much
earlier in 2011 in commit 22795174a3 for ui/spice-display.c)
we've written code that assumes CLOCK_MONOTONIC is always
defined. The only host OS anybody's ever noticed this on
is OSX 10.11 and earlier, which we don't support.
So we can assume that all our host OSes have the #define,
and we can remove some now-unnecessary ifdefs.

Allow the clock_gettime() code using monotonic clock to be utilized on
more POSIX compliannt OS's. This started as a fix for OpenBSD which was
listed in one function as part of the previous hard coded list of OS's
for the functions to support but not in the other.

Move timer init functions to a new file, qemu-timer-common.c. Make other
critical timer functions inlined to preserve performance in
qemu-timer.c, also move muldiv64() (used by the inline functions)
to qemu-timer.h.
Adjust block/raw-posix.c and simpletrace.c to use get_clock() directly.
Remove a similar/duplicate definition in qemu-tool.c.
Adjust hw/omap_clk.c to include qemu-timer.h because muldiv64() is used
there.
After this change, tracing can be used also for user code and
simpletrace on Win32.

Okay, this makes the tap options available on AIX even though there's
no support, but if we want to do it right we should have not compile
the tap code at all on AIX using e.g. CONFIG_TAP.

This patch corrects SDL support on X11 hosts using evdev. It's losely based
on the previous patch by Dustin Kirkland and the evdev support code in gtk-vnc
written by Daniel Berrange.
