There is a single qemu-system-s390x binary, but by moving
'gdbstub.c' in the target_common_system_arch[] source set
the resulting object can be linked into a single qemu-sytem
binary.

Except the ioinst.c file which uses the TARGET_PAGE_SIZE
definition in the ioinst_handle_chsc() method, all other
files in meson's s390x_system_ss[] source set don't use
any target-specific code. Moving them in the other
s390x_common_system_ss[] set to build as common objects
ensures these files won't use any target-specific API
such target_ulong / TARGET_PAGE_SIZE, thus forcing to use
the appropriate types instead (such vaddr, hwaddr, uint64_t,
...).

*emulation*, they are also used by virtualization. Rename
as system/ which is clearer.

We use the user_ss[] array to hold the user emulation sources,
and the softmmu_ss[] array to hold the system emulation ones.
Hold the latter in the 'system_ss[]' array for parity with user
emulation.

the lack of target_user_arch makes it hard to fully leverage the
build system in order to separate user code from sysemu code.
Provide it, so that we can avoid the proliferation of #ifdef
in target code.

Similar to hw_arch, each architecture defines two sourceset which are placed in
dictionaries target_arch and target_softmmu_arch. These are then picked up
from there when building the per-emulator static_library.
