Cygwin: FS_IOC_[GS]ETFLAGS: handle pinned and unpinned attributes

Add FS_PINNED_FL and FS_UNPINNED_FL flags and handle them with
mode bits 'p' and 'u' in chattr(1) and lsattr(1).
