pass to configure. Set to -with-gnu-as on mips-dec-ultrix.
(FLAGS_TO_PASS): Pass down RELEASE_TAG.
* config.guess: Use /bin/uname when checking -X argument on SCO,
to avoid invoking GNU uname which doesn't understand -X.
