RISC-V: Disable shared library support for embedded elf.

	* emulparams/elf32lriscv-defs.sh (GENERATE_SHLIB_SCRIPT): Move inside
	case on $target, and don't set for riscv*-elf targets.
	(GENERATE_PIE_SCRIPT): Likewise.
